Move bug report template from old frontend or update the existing bug report template

Per now the bug report template in this repo is very backend specific. It lacks some sections that were present in the bug report template in Argus-frontend prior to https://github.com/Uninett/Argus-frontend/pull/599 that are very useful when reporting frontend specific bug:

**Describe the bug**
 A clear and concise description of what the bug is.

 **To Reproduce**
 Steps to reproduce the behavior:
 1. Go to '...'
 2. Click on '....'
 3. Scroll down to '....'
 4. See error

 **Expected behavior**
 A clear and concise description of what you expected to happen.

 **Screenshots**
 If applicable, add screenshots to help explain your problem.

 **Desktop (please complete the following information):**
  - OS: [e.g. iOS]
  - Browser [e.g. chrome, safari]
  - Version [e.g. 22]

 **Smartphone (please complete the following information):**
  - Device: [e.g. iPhone6]
  - OS: [e.g. iOS8.1]
  - Browser [e.g. stock browser, safari]
  - Version [e.g. 22]

 **Additional context**
 Add any other context about the problem here.

We should either add a new bug report template (f.e. Bug report (UI)) or extend the existing bug report template.

It is notoriously difficult for end users to discern whether a bug is a "back-end" or "front-end" issue anyway, so I think we need a single bug template that encompasses all types of bugs.
