Please add drag-and-drop file transfer to the chat, as is done in the original Telegram client; selecting them in the file system is not very convenient.

@Y3ppi3 You need to set UAC to at least the first level (where it'll show you alerts sometimes) for DnD to work.

same result again, changed UAC and rebooted

I also tried turning it off completely

UAC must be enabled from drag and drop to work, there's nothing the app can do about this.
