Update `master` development branch to `main`

The netCDF-C (and interface libraries as well) need to have the main development branch renamed from master to main, in line with current Unidata policy and in line with the current trend in broader development circles. This will happen before the next netCDF-C release.

This should be a turnkey operation. The Github documentation on this operation can be found here.
