TODO: Nativize Java and Python on Linux Installations

I think in the long run it will be best to get rid of the need for a separate awips2-java and awips2-python and related packages on Linux. I've already seen a number of bugs caused by the conflicts between the versions of Java and Python installed for AWIPS and the ones on the OS itself. In addition, doing this would slim down the overall size of the software and make it easier to maintain by bringing it into line with the Unix/Linux philosophy of modular packages. I think it will also go a long way towards making the software more portable across different Linux distributions and architectures.
