Proposal: Wiki page on how to develop scripts

Helpful for new devs looking to add stuff to UT, or automate a specific action

I'm honestly not sure why. There's nothing different about it from writing a normal GML script, if anything we should link people to a GML tutorial.

I think this was meant in regards to C# UMT scripts, in which case it follows the same goal as #889.

@GrelTheL i started with a very basic wiki page for developing scripts. Feel free to help with contributing by adding text there, stuff you'd like to get answered, or otherwise.
