Create a twitter transport

Create a new transport that will utilize twitter as a comms channel.

Adding to backlog for now, will consider revisiting after beta release, see #23 and Milestone 3.

This is a fairly heavy lift as a twitter transport needs to be implemented using streaming. Once batch processing logic is added, this should be much more straightforward to implement.
