Black Pill F411CEU6 Target

Added new target for F411CEU6 WeAct Black Pill board. One questionable change is configuring GPIO Port E that is not exposed on the MCU. 2 pins were selected as digital inputs, one with pull up and other with pulldown. 1 pin is digital output that the firmware uses for any output that is not easily removeable with a #define. This should work as long as ST decides to keep Port E present on lower pin count chips.
