Preconfigure emmet.includeLanguages so it works with svelte out of the box when the extension is installed.

I understand the discoverability issue. At second thought I would therefore suggest leaving this up to the user to configure if they need emmet, and not implementing this by default.

`output\server\manifest-full.js` not found when using `adapter-static` with `fallback` set to `index.html`

I should note that there is also a `static/manifest.json` containing the default chrome extensions web manifest v3 configuration. Not sure if that may throw the build off, but it did...
