Controlled drawer with `modal={false}` does not work because of bug in `useControllableState`

There is also a "data-radix-focus-guard" in the dom even with modal={false} so I think the `modal` prop is not getting passed to a radix component. https://github.com/emilkowalski/vaul/issues/517#issuecomment-2571619213 I don't think pointer-events...
