[Cura 12625] Added decimals capability to the RotateToolHandle Hint

Added decimals capability to the RotateToolHandle Hint without modifing the integer displaying of snap rotation.

I think this change can improve the user experience when using rotation without snap, which with just displaying the unit could cause some issues (see https://github.com/Ultimaker/Cura/issues/12625).

Can it be integrated within the next version of Cura?

Pardon me, @nallath , could you take a quick look at this small edit? And, is it correct to push on the main? Or is 5.1 better?

As you can see, we're a bit behind. This was not going to be in 5.1.x, this shortly before the release even if we had the normal pace, since we have a feature-freeze around the time of the beta. With all the delays, it might be a while before we get to this.
