Time bar is having strange behaviors - v1.8.2

The time bar seems to have weird issues sometimes, needs more investigation as this seems to be a bug that's hard to replicate.

if a late joiner enters the room, they will always have loop on (probably in whatever the default state was set to) reguardless of what it's currently set to

Documentation is going to be spotty until the 2.0 overhaul is finished. I dont want to write in-depth documentation with the current prefab just to have to re write 90%...
