Quiver usage sawtooth

The usage stats show very strange sawtooth patterns for Quiver servers.

Each line represents one country, all small countries with low expected usage. Each point represents one hour.

Perhaps there is an infinite loop bug that can cause clients to produce this kind of linearly escalating traffic, which rises until something stops it.

This could also be the result of a bug that has long since been fixed, if some clients haven't updated.

It's the cloudfront "viewers" graph for countries way down the list. I still see this behavior, more or less, in recent data.
