ENH: Emissivity < 1

In most places in VIC (but not all), VIC assumes emissivity==1.0. While this has a small impact on the overall surface energy balance, it is not physically realistic. RASM Version 1.0 has implemented a more accurate representation of emissivity (see RASM revision r790).
