Deal with Google Chrome User-Agent deprecation

It looks like Chrome is doing something stupid with User-Agents in the future: https://phabricator.wikimedia.org/T242825

Once CheckUser has dealt with this, we should make sure the same information is still stored by UTRS.

This is became an urgent matter as we now see UA deprecation already hitting chrome.

As of last night, I deployed Client Hints for all incoming appeals. I can't remember if we store data for comments off the top of my head and will have to review that.
