Web page elements are not properly labeled, leading to poor web page structure.
Screen readers are able to communicate the web page structure to users with visual impairments in the labeling of certain elements within the web page. Assigning heading levels to the content helps the user with visual impairments intuitively visualize the structure of the web page. Without these heading levels, the screen reader continuously reads the content aloud, not distinguishing any parts of the content. Users with visual impairments would have a very difficult time interacting with the web content.
1.3.2 Meaningful Sequence (Level A)
Reading order must work with Assistive Technology. When the sequence in which content is presented affects its meaning, a correct reading sequence can be programmatically determined. This occurs when Document Structure does not have headings. Reading and navigation order is incorrect. Recommendation: Ensure that the reading and navigation order (determined by code order) is logical and intuitive. Headings are used as appropriate.
