UI - Manage Cycles

As a TalentMAP administrator, I would like to manage active and inactive bidding cycles, So that I can ensure position data is factually correct

Acceptance Criteria

• View(s) only available to a user with the appropriate role
• A listing of bidding cycles
• The ability to mark a cycle as active
  • All other cycles become inactive
• Map positions to a cycle
• Positions in an inactive cycle move to projected vacancy with a disclaimer of 'data subject to change'
