add BlueSky to the jobs posting workflow

Description

This change adds support for posting new jobs to BlueSky as we already do for Slack, Mastodon, and Twitter.

This only changes the GitHub Action, so there is nothing to preview. I have already installed the necessary secrets in our repository (Settings->Security->Secrets and Variables->Actions).
