No characterization for HFCs and PFCs unspecified

An issue that likely spans repositories, in the new GHG FBS and the import factors datasets, we have a flow for "HFCs and PFCs, unspecified" in the units of kg CO2e. However this is not a flow that exists in any of the impact assessment methods so it shows as having a characterization factor of 0 in the C matrix.

We need to figure out the cleanest way to make sure flows like this get characterized in impact assessment.

We could add this flow to the IPCC impact method? Or we could code flows with CO2e to have an impact assessment value of 1
