Continuing 4582886, manually fix any incorrect primary wholesale and retail NAICS 6-digit industry mappings

If comparing the NAPCS name and NAICS name is not an obvious match, use https://www.census.gov/naics/?input=42&year=2017 to look up the best 2017 NAICS code for that type of wholesale and retail seller.

This crosswalk was initially created https://github.com/USEPA/flowsa/commit/7d69035bc5a1bc7c7e5f55b12f62bd4dcf979727#diff-9c5968e53ac164d3b9f008132fabcf44d686fef4713513dc811992e9267cb98e through a script which did a mapping where the highest sales was for that item

I made a first pass at revising the mappings in the NAPCS mapping file. See this commit. For the most part the changes to the wholesale mappings are fairly straightforward, but the changes for the retail mappings (starting at line 262) might be somewhat more subjective, so further review might be useful the changes make sense in this context.
