Create FBS at NAICS-6 for Census_EC_PxI

Note there is a lot of non-disclosed data with 0 values that need to be allocated.

If we need to restrict the scope of NAPCS commodities that are covered in the mapping, those of most interest right now are the wholesaling and retailing activities.

Strictly speaking the flowname should be the NAICS commodity but I think that will create issues for implementation, because we want both the NAPCS product code which is currently the FlowName to be a NAICS-6 and the producing industry to be NAICS-6.

So at the end of the day, this will have the SectorProducedBy representing the NAICS sector that produces the commodity, and the FlowName is the commodity being produced (also in NAICS6). SectorConsumedBy is empty. I wonder if we can, during FBS development, assign the ActivityConsumedBy to be the NAPCS so we can leverage the NAPCS mapping in the existing strucutre...will have to think about it. Otherwise can build out something more specifically that maps the FlowName from NAPCS to NAICS using the mapping file we have.
