Prepare annual import and export by NAICS tables

Building off of current calls to get import data, both of goods and of services, produce tables of commodity (NAICS) x year for total imports, and then construct an identical table for exports. Include all NAICS for which data exist.

Years covered should be 2012-2023

I did some initial work in the imports branch to start the refactor (to keep the data at NAICS and not BEA). Adding exports should be straightforward, at least from the census dataset.

We had discussed transitioning this data pull to flowsa, do you think this is a good time for that?

Yes its worth considering now using flowsa for this
