Updates Energy based datasets

• Updates/improves processing of EIA Monthly Energy Review (EIA_MER) to include production, imports, exports, and consumption.
• Adds Fossil resource FBS in energy units (2017 - 2022) (Energy_fossil_national_{year}.yaml)
• Resolves #408 and #409, though not ultimately utilized in FBS
