verify dtype on output columns for alloc/accum and final tables

• [ ] Count values should always be INT -- in "Categorical" too, VALUE_1
• [ ] PctFull values should always be FLOAT -- check w/ dam
• [ ] ??? Sum values could be enforced by the dtype of the raster
• [ ] FinalTables??

This is going to require updating all files on the O: drive!?!
