No fuel category in Stewi's getInventoryFacilities for eGRID 2020

The PLFUELCT category from eGRID's PLNT20 worksheet (from eGRID2020_Data_v2.xlsx) is not provided by stewi's getInventoryFacilities method for eGRID 2020.

This is a blocking issue for the 2020 electricity inventory.
