Order vignette articles

With a number of sections under the pkgdown pages for EPATADA they can be ordered and organized by modifying the _pkgdown.yml file as described in the pkgdown build articles vignette. @cristinamullin I just did this exact thing with StreamCatTools vignette by structuring the _pkgdown.yml file - will need to be modified in main branch so I would create a branch from main and then a PR to main if that works. I will wait to make sure that process is OK.

vignette_order branch hopefully ready for PR shortly - the _pkgdown.yml file I think about ready, but it's been hitting a few snags compiling package pages when running pkgdown::build_site()

I believe we are good to go on this issue with #708 so closing this issue - but letting you know @cristinamullin in case you want to re-open or use the issue still
