Flag sites that do not fall on waterbody

Is your feature request related to a problem? Please describe.

Users would like to flag monitoring locations that do not fall on waterbodies for review. This could be a new function & included in a map as well.

This would be really useful! Would the waterbody geometry be from ATTAINS? Or another source?

This issue needs more discussion with the TADA Working Group. It is not clear if this is referring to flagging sites that do not fall on ATTAINS waterbodies or waters in general. Therefore it is also not clear if this fits best in Module 1 or 2.
