[DATA] add Humanitarian Data Exchange of OCHA to GeoHub

Issue Description

Need to add OCHA datasets to GeoHub directly from their API (using their python library).

Not sure how we can bring them. Maybe we can create a script to add new UNDP STAC collection for OCHA data.
