Windows环境下安装Python依赖时报错

🐛 Bug Description

Windows环境下安装Python依赖时报错，错误显示 AttributeError: module 'configparser' has no attribute 'SafeConfigParser'. Did you mean: 'RawConfigParser'?

To Reproduce

1. in windows terminal (powershell)
2. git clone https://github.com/UFund-Me/Qbot.git
3. cd .\Qbot\
4. pip install -r .\requirements.txt

Expected Behavior

正常应该安装成功

• Qbot version: 装不上包无法获取QBot Version，请和Commit ID对应
• Python version: Python 3.12.0
• OS (Windows, Linux, MacOS): Windows 11

推荐使用python 3.8、3.9；可以直接运行python main.py 按照提示缺失的module pip手动安装，依赖库不多，很快可以安装完
