According to the log file, there is no attempt to load CheatManagerEnablerMod. Please verify that the mod exists in your Mods directory and that it exists and is set to 1 in Mods/mods.txt.

I've reproduced the problem. It appears to be some kind of bug in UE4SS. A temporary fix is to not have any enabled mod on the first line in mods.txt, instead put a disabled mod (even a non-existent one should work) on the first line.
