Clear attributes function

Function used to clear attributes/agents from parcels. Applied when land is to be treated off-model or when land is known to be vacant.

Examples:

clear_attributes(parcels, vacant)
clear_attributes(parcels, gov_land)
clear_attributes(parcels, tribal_land)
