SAFIR scanners updates

  1. Including SAFIR I and SAFIR II scanners (with a generic geometry) to STIR's available scanners.
  2. Adding two utilities for : (a) conversion of generic projections to cylindrical projections, (b) truncating projections to smaller tangential positions. These two utilities are required for SAFIRI/II reconstruction process and was created by Parisa Khateri and included in previous versions of STIR.
