Modify BlocksOnCylindrical map orientation projection test to also consider oblique segments and non-trivial bins

Issue https://github.com/UCL/STIR/issues/1223 was undetected in part because the BOC projection tests often only consider direct segments. The map orientation test would be a good test to use for testing oblique segments, however, when it was extended to check bin values for bins with non-zero segment, axial positions and tangential positions there were sometimes large differences. Therefore, a bit more thought needs to be put in to work out how to best test the correctness of the projections.
