Large code refactoring to BEAST2 in 2.7 and moving around of packages mean that input files created for/with the current version will not work on older versions.

(Eg beast.base now exists when it did not before).

Looks like a simple download and untar of https://github.com/CompEvol/beast2/releases/download/v2.7.1/BEAST.v2.7.1.Linux.x86.tgz will do it.
