Jupyterhub (as part of the RStudio Pro project)

This should create the installation steps to include a new miniconda installation with jupyterhub and some extensions that's been asked for. I could have add these as environments to the previous installation, but I'm not sure what's preferred, for now at least @balston or @borisbLL can use it to follow the steps.
