Compliance with EU cookie policies

Is your feature request related to a problem? Please describe. I'm getting feedback from my campus security scans that "Cookies Issued Without User Consent" likely can get them to classify as exempt but would be nice if was handled.

Describe the solution you'd like Add the annoying prompt for users to allow use of cookies before progressing on the site.

Describe alternatives you've considered No alternative to be compliant likely. May not matter as I'm not in the EU but still likely be worth implementing.
