Support for localized dates and timezones

INGInious currently seems to use the system time of the server, which usually is UTC, while in the frontend, the client's local time is used. This leads to unexptected timing issues when these timezones differ. Therefore it would be really nice to have a setting to specify the timezone for INGInious without having to change the system time.
