Keep track of each persons LXD container and running containers

Containers can possibly be collected at run time rather than storing. LXD containers can be stored in Consul service discovery?

Store what project is on what host in Consul KV Workers add service to Consul for each project. Worker pings project, updates Consul TTL Each worker also registered in Consul
