Make assignment tactic "sticky"

Description of the task

We can try to make it tactic assignment "sticky" to prevent oscillations.

Some work was previously done in #2342

Acceptance criteria

• [ ] Write a unit test (count number of assignments without "sticky"-ness and number of assignments with "sticky" -> we expect it to be lower)
