Server update - UWSGI start inefficiency

When restarting the server (especially after an update), loading the application can take considerable time. Although a temporary fix has been deployed (which is to have two servers to do horizontal scaling), this should not be the case. We should be able to trace what the real problem is and provide a more long term solution that is more reproducible and tested.

This issue likely connects to previous #697 , #684, and #681
