[FEATURE] Look at Webhooks (telegram) for incoming messages that are links and attempt to download them

Is your feature request related to a problem? Please describe. When I message the telegram bot, I'd love for it to auto download the video if the message is a link

I might throw together a quick prototype if time allows.
