Improve zh_TW Traditional Chinese locale

Currently, the zh_TW locale seems to be "converted" from the zh_CN locale because it contains many Simplified Chinese terminologies and some characters. Thus, it needs some improvements that would take a long time; this patch could be a better version as it only covers a partial improvement, but it should be good enough to see a difference between the current version. I'll find some spare time to make another significant improvement in the future.
