Use CMake or vcpkg to handle dependencies and project creation.

Is your feature request related to a problem? Please describe. We should be using some sort of dependency manager to handle dependecy. Right now we are bringing in Microsoft Detours using a git submodule and building with the solution and approriate projects that use it. In the future we may require more libraries and it would be much easier to bring them in that way.
