Invalid workflow file: .github/workflows/pr-agent.yaml#L12 secret name GITHUB_TOKEN within workflow_call can not be used since it would collide with system reserved name

@buger could you comment on this? It doesn't have any usage in gateway/dash, so i asume we integrated it differently, should this be removed?
