Integrate `libispc` compiler as library?

The 1.28 release just dropped and the compiler itself is now distributed as a library!

I haven't looked at it myself yet (still busy just regenerating and profiling kernels), but curious if anyone is interested in integrating this in ispc_compile over the executable-based path :)
