Pause and unpause alerts

Describe the feature request

I suggest creating an API call to pause and unpause alerting (and to query about the current status).

Why do you personally want this feature to be implemented?

This can be useful when services are terminated intentionally, for instance when performing a database reload in non-production environments. A couple of calls (pause and unpause) to such an API could be inserted into the database reload script, This would prevent people from being alerted to planned maintenance operations.
