Show ui.description on the page as well, not just in the HTML metatags

Describe the feature request

Render the value of ui.description in the header of the status page, preferably with markdown or custom HTML support. This would make it possible to show users a proper explanation of what they are looking at. At the moment the only way to do this is to add a fake link/button with a very long text, but that is obviously a hack.

Why do you personally want this feature to be implemented?

My motivation for this issue is that the ui.description field with custom formatting could then also be used to announce incidents until the proper incident system (#399) is implemented (or even afterwards if the description system turns out to be easier to use than the integration with some third party service).

How long have you been using this project?

Only a few days, maybe I'm overlooking something
