Describe the Issue

My personal modded server had an update and one of my members had to basically create a new curse forge file from scratch to connect to the update and they used an exported ZIP based on my personal modlist which works with the server. However upon joining they could only access a few of what should have been a much longer active Waystone list and could not seem to add new Waystones unless I went into Creative mode, placed down a new one, and set it to public.

Do you use any performance-enhancing mods (e.g. OptiFine)?

Yes we use Optifine and Spark among others.

Were the waystones all set as global or were they activated manually? Activations are tied to the player data.
