worldgen waystones breakable with 3x3 tools when set to unbreakable via config

Describe the Issue

the waystones in my modpack are uncraftable and i set the worldgen waystone unbreakability in the config to true. if you try mining the waystone directly it indeed doesn't break, butif you mine it indirectly, with a 3x3 mining tool for an instance, it'll break. in this clip i used the etherium pickaxe from enigmatic legacy, but from further testing i can say that this works for all 3x3s.

just checked tinker's hammers, they appear to be fine

All options allowing for unbreakable waystones will be removed in 1.20. Servers and adventure maps should instead make use of the existing tools (either in Vanilla or through claiming/permission mods) for limiting breakability.
