Add option to charge xp instead of levels for waystone cost

To travel between dimensions costs 3 levels of xp but that means the xp cost varies vastly depending on current level.

Level 3 - 3 levels total 27 xp Level 15 - 3 levels total 99 xp level 30 - 3 levels total 306 xp level 40 - 3 levels total 552 xp

A config option to charge xp instead of levels would allow for a fixed xp cost that wold not fluctuate with current level.
