Requirements to Open the .exe file

I just cant start any version of the "InputRedirectionClient-Qt.exe" It just stays in the process list, but the program dont start. i have windows 10, updated java, directx, netframework i tried opening in compatibility mode, as administrator, ect

What i have to do to start this program?
